Your butt is primarily the gluteus Maximus muscles. They propel the legs backward to allow us to run fast and with endurance (in theory). So the simplest is "run, hard, a lot". Squats are great too. Since I cant support that much weight on my old spine, I do walking lunges - to the ground, front leg vertical. 40 so so and done right you can barely walk.
Kettlebell swings. Get down in a football stance with a kettlebell or dumbbell held in one hand and between your legs. Straighten up, swinging your arm up as you do so.
It was mostly genetic for me. I never had to do a lot at all for my insanely plump ass. But apart from the usual exercises, diet, and genes, I'd wager third party assistance is the way. Cake up!

you can do it with your own body weight, i do it before and after workout. you dont need much weight to get back butt muscles
